Throughout the game, you've probably picked up some face paint from completing side missions, or some of the main story ones.
At this point in the game, it can be rather dautning to know what to do with it, as the game doesn't really give you clear instructions.
However, in order to use face paint, you're going to want to find a painter, and the first one you can find is located in Scalding Spear.
